CONDITIONS 1. The explosives shall be kept in as substantial building constructed or non-flammable materials Orin a fireproof box as may be approved by the licensing authority, separated from any dwelling house or other building another licensed premises, highway, street, public thorough-fare of public place by distance of minimum 45 meters and made and closed so as to prevent unauthorized persons from having access thereto and to secure it from danger from without. 2. The interior of the building or the box a case may be and all fittings therein shall be so constructed, covered, or lines, as to prevent the exposure of any iron or steel, or of any hard or gritty surface or the entry, detaching or accumulating of any grit, iron steel or similar substance. 3. Adequate provision shall be made for the ventilation and the interior of the building or box shall be kept scrupulously cleaned. 4. In case any of the explosive store is liable to be dangerously affected by water, due precaution shall be taken to exclude water from the storage place. 5. Detonators shall not be stored along with other explosives. Detonators if required shall be stored in a different building or fireproof box located at a distance of minimum 1.5 metres from the building or box where other explosives are stored. 6. The doors of the building for the box shall open outwards and shall be kept clearly closed or locked except when required to be opened for receipt or issue of explosives or for other necessary purposes. 7. All articles or substances of explosives or highly inflammable nature shall be kept at a safe distance from the explosives and from any room for part of a building or fireproof box containing the explosives, and no person entering such room or part of building for opening such safe shall have any iron or steel in his possession or attached to or on his boots or shoes. 8. No tools implements, balance, weights, etc. made of iron or steel shall be kept at any time on the premises. 9. All explosives exceeding 0.5 Kg. In quantity shall be kept in a substantial case, bag, canister or other receptacle made and closed so as to prevent the explosive from escaping. 10. All losses storage of stock or theft of explosive shall be reported without delay to the nearest police station and the licensing authority. 11. If this license is granted as per clause (a) of Preamble the total quantity that can be purchased (during the validity of license shall not exceed 25 Kg of class 2/ or class 3 explosives, 500 nos. of detonators and 1000 metres of safety fuse, provided that maximum quantity of explosives that may be kept at any one time shall not exceed 5 Kgs of class 2 and/ or class 3 explosives, 100 nos. of detonators or 250 nos. of safety fuse). 12. The license shall at the time of purchasing explosives have the following particulars endorsed upon his license and signed by the person delivering the explosives. Explosives purchased on the strength of this license shall not be sold or transferred to any other person. 14. Free access to the license premises shall be given at all reasonable times to any inspecting or sampling officer and all facility shall be afforded to the officer for ascertaining that the provisions of the act and rules and the conditions of this license are duly observed. 15. The stock of explosives remaining on expiry of license shall be intimated to the licensing authority and the licensee shall comply with the instruction of such authority regarding disposal of explosives. 16. The licensee for the purpose of blasting explosives shall employ a qualified person holding shot firer's permit granted under this rule. 17. Maximum quantity of explosives that may be kept at any one time shall not exceed: (i) Gunpower (Class 1) Kg (ii) Small arms nitro-compound Kg (iii) Safety fuse Metres (iv) Nitro-compound (Class 3) Kg (v) Nitrate mixtures (Class 2) Kg (vi) Detonators Nos 18. The licensee may by filling cartridges, making charge or otherwise adopt or prepare for use any explosive he is authorised to possess under this license provided that; (a) the total quantity or explosives on the license premises including the workshop in which such adaptation or preparation is carried on, shall not exceed the quantity the licensee is authorised to possess. (b) no work unconnected with such adaptation, or preparation shall be carried on in the said workshop while such adaptation or preparation is being carried on. (c) the said workshop shall be situated at a distance of_______metres as shown in plan no_______ dated__________ attached hereto. (d) an explosive of one description shall not be converted into an explosive of another description and an explosive shall not be unmade or resolved into its ingredients and (e) the licensee shall give notice to the authority which granted his license that the intents to carry on such adoption or preparation as is allowed by this license.
